THCP flowers: what retailers need to know about the legal situation
THCP flowers are sprayed carrier flowers. Why the content plays no part in the classification.

THCP flowers, like HHC flowers, are carrier goods: a CBD flower onto which a distillate has been applied. Because the threshold of effect for THCP is very low, the quantities applied are small — that makes no difference to the legal classification.
What applies in Germany
THCP is covered by Anlage 1 of the Neue-psychoaktive-Stoffe-Gesetz, specifically via structural class 2.3: the residue-R scheme under number 2.3.2 includes carbon chains up to C10 as a residue on ring A, and the heptyl chain of THCP falls within it. In force since 27 June 2024.
The NpSG operates differently from the Betäubungsmittelgesetz: it prohibits placing on the market, that is, trade, supply and import. Mere possession does not carry a criminal penalty. For a wholesaler it is precisely the prohibited part that is the business purpose — so the distinction is of no further help to the trade.
Because the structural class is worded generically, it covers not only THCP itself but the entire family of comparably constructed derivatives. Switching to the next abbreviation regularly leads back to the same provision.
The content is not the criterion
The NpSG Anlage refers to the substance, not to a minimum quantity. A flower with a fraction of a per cent of THCP is covered in just the same way as a concentrate. Statements such as “only traces” or “below the limit of detection” are of no further help in purchasing — in case of doubt the batch's certificate of analysis decides, and that lists individual substances.

Why this article no longer says what it once said
Until September 2026 an advertising text for HHC and THCP wholesale stood at this address. It dated from a time when both substances were traded, and it was inadvertently left in place after the range was cleaned up. We have replaced it with this classification instead of deleting the page — the question behind it is legitimate, the old answer was no longer so.
