HHC wholesale in Germany: Why it no longer exists

This page answers a question that still reaches us: is there HHC in wholesale, and on what terms? The short answer is no — not from us and, in our assessment, not from anyone trading in Germany without a narcotics-law licence.

What applies in Germany

HHC is listed by name in Anlage II zum Betäubungsmittelgesetz. Handling it — and therefore purchase, storage and resale as well — requires a licence under § 3 BtMG. Anyone trading without one is moving within criminal law, not within the law on regulatory offences.

The entry has an exception: for a non-synthetic form that is on the market for non-medical purposes. In practice, this exception does not support the trade. Commercially available HHC is produced by hydrogenation from CBD or THC — it is therefore precisely not non-synthetic. Anyone wishing to invoke the exception must be able to document the origin without gaps; for hydrogenated goods, in our assessment, this proof cannot be furnished.

For wholesale, this simply means: no § 3 licence, no HHC. A batch with a clean certificate of analysis changes nothing about that, because the certificate documents the content and not the licence.

What this means for your costing

Three points that regularly get lost in purchasing discussions:

  • A certificate of analysis does not replace a licence. The COA documents content and purity. The question of whether you may carry the substance at all is one it does not answer.
  • The statement of origin is the crux. If a supplier invokes the exception for non-synthetic goods, have the manufacturing route given to you in writing. Hydrogenated from CBD means: the exception does not apply.
  • Stock on hand is not grandfathering. Goods purchased before a change in the law are not exempted from it.

Is HHC prohibited in Germany?

HHC is listed in Anlage II zum BtMG. It is marketable only with a licence under § 3 BtMG; without one, handling it is a criminal offence. By its wording, the exception for non-synthetic forms for non-medical purposes does not apply to commercially available HHC hydrogenated from CBD.

And in Austria?

Austria covers the HHC basic skeleton by way of a structural clause: Anlage II Z 1 lit. l of the Neue-Psychoaktive-Substanzen-Verordnung names Hexahydro-6H-benzo[c]chromen-1-ol. Unlike a substance list, such a clause also covers derivatives.

Do you carry HHC alternatives such as HHC-P or 10-OH-HHC?

No. In Germany, these substances are covered by the generic structure class 2.3 of NpSG-Anlage 1. Switching to whichever abbreviation comes next regularly ends up in the same provision.

What do traders work with instead?

With CBD products from EU-certified cultivation. The margin is calculable, the goods are marketable in the target markets, and distribution can be documented.

Why this article no longer says what it once said

Until September 2026, this address carried a promotional text for HHC and THCP wholesale.
